Are we heading straight for the obligation to register electric scooters? This is the wish of several elected officials, who believe that this measure will facilitate the reporting of irresponsible drivers.

As we know, in recent years, electric scooters have become persona non grata in many French cities. Toulouse, for example, was among the first municipalities to ban self-service electric scooters in its streets. Paris took a similar decision in September 2023.

In response to the increase in accidents and incivilities committed by owners of electric scooters (parking and traffic on the sidewalks in particular), the Highway Code was amended accordingly in April 2024. Since then, EDPMs (motorized personal travel devices) such as electric scooters, skateboards or electric gyroroues are subject to the same regulations as bicycles. Thus, the following rules must be followed:

be at least 14 years old
do not exceed the maximum speed limit of 25 km/h
not to transport several people at the same time (fine of 135 euros)

be equipped with a retro-reflective vest at night
the device must be equipped with a braking system, sound warning system, front and rear lights, and rear and side reflective devices
having taken out civil liability insurance
Drive only on roads limited to 50 km/h and pedestrian areas (at moderate speed and without disturbing passers-by)
prohibition of driving and parking on sidewalks (except in case of explicit authorization from the city hall)

Only for certain elected officials, the legislation does not provide for effective measures to punish possible offenders. In the absence of registrations on the machines, the police have little room to manoeuvre to ticket pilots, unless they are caught in flagrante delicto.

At Toulouse's last city council meeting, several elected officials called on the government to make the registration of electric scooters compulsory, as well as those used by individuals. "This will allow municipal police and agents during videotaping operations to know who the owner is," explains Maxime Boyer, in charge of travel and new mobility of the city, in the columns of La Dépêche.

As a reminder, our Italian neighbors have already imposed this measure. Since October 2023, registering your electric scooter has become mandatory. This is also the case in Germany. It now remains to be seen whether the request of these local elected officials will reach the ears of the government. This is not certain given the current political context.
